The forecasting of future travel demands is a complicated process because of the number of variables that influence travel. This paper accordingly starts out by describing the methods used to forecast and model future traffic levels. Section 2 describes the methodology used in this Working Paper. The expected travel demand changes in the future are described in Section 3. Section 4 looks at the motorway options. In Section 5, the results of the options analysis are set out.
