Increasing transparency in government procurement

There is a lack of transparency in government procurement, making it difficult to align with, and support, existing supplier registration and disclosure mandates and government’s local content priorities. The buy NSW initiative delivers a centralised record and source of truth for opportunities, contract disclosures and supplier registration connecting procurement information across the procurement lifecycle and from source to contract. It will provide a 360-degree view of all buyers and suppliers to NSW Government across all portfolios.

This initiative increases probity of procurement processes and reduces the fragmentation of supply opportunities. It also connects existing buy NSW mandates and policies.

The buy NSW initiative involves the development of application programming interfaces (APIs) to retrieve and modify online information and associated system capability to support centralised publication of all NSW Government supply opportunities. This solution also includes an associated data warehouse and infrastructure for cross-referencing and storing supplier information and contract disclosures.

Additionally, this initiative connects supplier registration to procurement activity, executed contracts and social procurement reporting. This can then be connected to invoicing and payment activity. By publishing all opportunities to buy NSW, businesses will have a single place where they can find and respond to all opportunities regardless of the publishing agency.

Achievements

buy NSW has enabled:

  1. increased transparency of government procurement activity through more efficient auditing of government procurement activity
  2. broader distribution of procurement spend to SME, gender-equitable, social enterprise and Aboriginal-owned enterprises
  3. less red tape, reducing the need for suppliers to provide information multiple times. This results in a better user experience with features more aligned to user needs

This project has been partnered with NSW Treasury/NSW Procurement. Engagement has occurred with the following stakeholders: Procurement Leadership Group, Procurement Board, ICT and Digital Leadership Group, all NSW Government agencies and portfolios.
