Data Development Approach to the Performance and Wellbeing Framework

Government is introducing the Performance and Wellbeing Framework (the Framework) in the 2025-26 Budget in recognition of a need for improved performance reporting on how Government drives wellbeing outcomes across NSW. The Framework includes measurement and reporting on the wellbeing of NSW, and on how Government is contributing to outcomes that improve wellbeing. The success of the Framework depends on high quality outcomes measurement, supported by fit for purpose data.

Data can be used for multiple purposes, to meet multiple information needs. To harness the right data across Government to measure what matters to the people of NSW, Government is taking a data development approach to the Framework. Data development includes a range of activities focused on improving the evidence base necessary for a defined outcome, in this instance delivery of the Framework. Our data development approach helps us target opportunities for improvement, focusing Government resources toward increasing transparency on how Government is benefiting the community.

Achievements

Agencies across Government are already looking at ways to improve data quality, to make sure that we’re measuring what is important, and that metrics and indicators are accurate and trustworthy. By taking a data development approach, we are also making sure that the Framework is flexible enough to incorporate ongoing improvements in data capabilities as national and cross-sector data collaborations and technology evolve.

Engagement

This project has involved engagement with multiple stakeholders including:

  • All of NSW Government, via Chief Data Officers
  • Parliamentary Inquiry including community submissions, interest groups via roundtable
  • Have your say consultation on Performance and Wellbeing Framework as a whole, which included the data development approach.
